SWEP

This is the arrangement used by councils to provide emergency accommodation for people who are sleeping rough when severe weather is expected that could put them at significant risk.


In West Berkshire, the decision to activate SWEP is made according to the weather conditions such as very cold temperatures, snow, ice or other severe weather conditions like extreme heat is forecast. When it is activated, people sleeping rough are encouraged to take up the emergency accommodation being offered within West Berkshire.


What does this mean in Newbury and West Berkshire?

Newbury Soup Kitchen works with people who are sleeping rough, sofa surfing, vulnerably housed or experiencing other forms of housing difficulty throughout the year.

When SWEP is activated, we encourage people sleeping rough to make use of the accommodation and support available through the local arrangements. We update our social media platforms with up to date information from West Berkshire Council.


Our work continues alongside this. We provide hot, nutritious meals, practical support, outreach and advocacy to help people connect with other services where appropriate.

A meal is often the open door. It gives us the opportunity to talk to someone, build trust and understand what support they may need.

It is also important to remember that SWEP is an emergency response, not a long-term housing solution. Once the immediate weather risk has passed, people may still need support to find somewhere safe and secure to live.


If you are concerned about someone sleeping rough

You can report someone sleeping rough through StreetLink https://thestreetlink.org.uk/, which enables the local outreach service to make contact and offer support.

If someone is in immediate danger or requires urgent medical attention, call 999.

As winter approaches, we will continue to work alongside local services and our partners to support people who are homeless or struggling with housing.
